The front garden rule
In England, if you pave more than 5 square metres of a front garden with a hard surface that is not permeable, you normally need planning permission. You do not need it if the surface is permeable, or if the rainwater drains to a lawn or border within the property.
Permeable surfaces
Resin-bound on a permeable base, permeable block paving, gravel and similar surfaces can allow water to soak into the ground. See permeable paving.
Dropped kerbs
If you cross the pavement to reach the road, you need approval for a dropped kerb (vehicle crossover) from the council or highway authority. This is separate from planning permission and often has to be done by approved contractors. See dropped kerbs.
Conservation areas and listed buildings
Properties in conservation areas, listed buildings, flats, maisonettes and homes where permitted development rights have been removed can have extra rules. Check with your council before you start.
Classified roads
Where the driveway joins a classified road, separate permission for the access may be needed. Many London main roads are controlled by TfL.
